Danzō forced Nonō, who ran the orphanage where Kabuto grew up, to spy for him, and recruited Kabuto himself. Root trains agents with no name or emotions, like Sai at first, and its loyalty lies with Danzō before the Hokage. The arc also shows Itachi joining ANBU, Shisui's death and Danzō's order to wipe out the clan.
