Its cost is high: it uses a lot of chakra and strains the eye, which usually bleeds afterward. Itachi had left that mechanism ready. Later, Sasuke uses the technique himself against Killer B: the black fire catches the Eight-Tails' jinchūriki, who escapes at the cost of part of his body. The Raikage ends up with a burned arm after striking Sasuke, and Danzō escapes the fire unharmed with a resource of his own. The need for the user to fix their gaze is its great weakness.
